Roadmap for an EU-Regional At-Large Organisation (EURALO) as planned by the At-Large Advisory Committee of ICANN.

Retrospect:

* European Preparatory Meeting (28th of May 2006 in Frankfurt)
- Defining key issues for RALO bylaws to work on
- Decision: EURALO shall have two sorts of memberships: organisational and individual
- Drafting a EU-RALO Roadmap 2006/7

* Online working phase:
- Working on the key issues for RALO bylaws using the WIKI www.wecann.net/ralowiki
- Creation of an EURALO mailing list
- Aggregation of the key issues of the ralowiki send out to the EURALO and ALAC mailing lists open for comments

* First RALO Workshop at the ICANN meeting in Marrakesh (June 2006)


Outlook:

Key milestones of the EURALO Roadmap are:

August/September
* Online discussion for the preparation of a final draft of EURALO bylaws until the 9th of September as well as asking for feedback by ALAC and the ICANN Board
* Preparation of a synapsis of last decisions to be made until the 16th of September

September
* Meeting to finanlize the bylaws for an European RALO
(17th of September 2006 in Berlin in connection to the international conference WOS 4)

* Subregional outreach Meeting for eastern and central european At-Large Structures
(25. Sept. 06 in Prague)

* Starting online the work on a proposal for a MoU

* European RALO inauguration
(during the IGF in Athens, October 2006 - around 29th/30th/31th)

* Developing a draft for MoU and using the time until the ICANN meeting in december in Sao Paulo for the phase of comments by the ICANN Board

The spirit of Frankfurt:
EURALO-pioneers gathered to strengthen the bottom up structure of ICANN

Frankfurt/Main, Germany, 28.05.06: At the first Preperatory Meeting for a European Regional At-Large Organisation (EURALO) which took place in Frankfurt at Sunday about 20 civil society representatives from Belgium, Luxembourg, Finland, Germany, Italy and Switzerland assembled, committed to start the pioneerwork of an EURALO. Main topics on the densed agenda were: how Civil society regionally and globally works on Internet Governance, how it can strengthen civil and consumer rights in ICANN policies, defining working principles, key issues, outlining a workplan and drafting bylaws for EURALO.

Next proposed steps: procedural deadlines and assembly points are the June ICANN Meeting in Marrakesh (first draft of key issues of EURALO bylaws for discussion), the Wizard-of-OS Conference (WOS) in September in Berlin (finalizing EURALO bylaws), the Internet Governance Forum (IGF) end of October in Athens (inauguration of EURALO in foundation and further outreach work) and the prospected ICANN meeting in spring 2007 in Europe (signing Memorandum of Understanding with ICANN and holding a first european workshop on how ICANN policies affect internet users’ interests).

Right before the begin of the ICANN Meeting in Wellington, New Zealand, the At-Large Advisory Committee (ALAC) elected a new chair (replacing Vittorio Bertola).

Candidates were: Sebastian Ricciardi who received 4 votes, Annette Muehlberg, 9 votes (one abstained).

China denies creating its own TLDs

China Internet Network Information Center (CNNIC) as the registry of .CN ccTLD has issued a statement on recent report that China had created its own Top Level Domains, and might be planning to break away from ICANN and the DNS.

In a statement issued on Friday, CNNIC points out that the report is inaccurate and “the corresponding reporter lacks the understanding of the real situation, the content of the report is severely inconsistent with the facts”.

The “Announcement on China Internet Domain Name System” made by Ministry of Information Industry (MII) of China is the complement to the previous Announcement which was made in 2002, according to the statement. The only difference is to add a second level domain “.MIL.CN” in .CN ccTLD.

Together with the global Internet communities, CNNIC is committed itself to maintain the stable operation of the DNS and to actively promote the development of IDN for years, said CNNIC in the statement.
